QIAOSHI Bastion

Engineered Force Protection

hesco bastion

Based in the HeiBei China, QIAOSHI Bastion has been manufacturing Concertainer units since 2003. The Concertainer unit has been acknowledged as the most significant development in field fortification since the Second World War. It has gained a reputation as a key component in military hardware and is the benchmark in force protection.

Each unit has been developed to provide the optimum solution for a wide range of protective and structural requirements. They are available in a variety of different sizes and delivery systems.

Concertainer units have been used for protection in many countries around the world including Afghanistan, Iraq, Bosnia, Kosovo, Yemen, Sri Lanka, Jordan, UAE and Turkey. Many military organisations currently use Concertainer units including the US Army, USMC, USAF, NATO and the United Nations.

Maintaining the integrity of its product design is paramount for HESCO Bastion, and in order to ensure this, the company works closely with many of the world’s leading testing authorities.

In addition to the standard Concertainer unit, HESCO continues to enlarge its product portfolio of protection products in direct response to customer requirements:

Concertainer Units

Concertainer units enable the construction of rapid and efficient engineered fortification with dependable protection characteristics, and can be used in a wide variety of configurations.

The Concertainer unit is a multi-cellular wall system manufactured from welded Zinc-Alu coated steel wire mesh and joined with vertical, helical coil joints. The units are lined with a heavy-duty non-woven polypropylene geotextile.

Available in a variety of sizes and delivered flat-packed on pallets or stacked vertically inside a RAID container, units can be easily extended and joined using the provided joining pins and filled with available material using minimal manpower and commonly available equipment. Units are given the Mil prefix to differentiate them from their civil market counterparts.

RAID (Rapid In-theatre Deployment)

RAID has been designed to reduce the logistical burden of supporting force protection missions on expeditionary operations, such as the construction of forward operating and patrol bases.

RAID utilises a specially designed and engineered container to provide significant increases in the quantity of Concertainer units that can be transported in a 20 container footprint. The container conforms to all ISO stacking and transportation standards.

This unique delivery system gives a reduction in the requirement for valuable manpower and equipment during the execution phase of the mission.

Deployment in the field is simplistic, and can be carried out using in-service equipment.

The unit being deployed is connected into a length of 2 x 203m (for RAID 1) or 1 x 333m (for RAID 7). However, these lengths can be easily split, providing excellent flexibility during construction. Corners can be formed, more units can be joined, and gaps in the wall can be created (for entry points etc). Splitting units also provides the benefit of only deploying what is required – the remainder is left inside the secure RAID container for future use.

HAB 1 (HESCO Accommodation Bunker)

HESCO have also worked on reducing the logistics burden of providing protected accommodation, particularly in the harsh environments experienced by those living in FOBs and patrol bases, where protection against IDF weapons is paramount.

HAB is designed to house up to 8 personnel, providing each with a personal space measuring 2m x 2m.

HAB has sidewalls of specifically developed Concertainer units and a lightweight aluminium roof. The bunker has been tested extensively against the effects of IDF weapons. Two HAB 1 unts can be shipped inside one standard 20ft ISO container, and can also be deployed by parachute.

HAB 2 (HESCO Accommodation Bunker)

HAB 2 is a logical development of the HAB concept, and offers improved level of protection for the occupants. HAB 2 is completely reusable and has been designed to give an increased interior height and a more useable interior space.

HLBR (HESCO Lightweight Bunker Roof)

HESCO have developed the HESCO Lightweight Bunker Roof (HLBR), a rapid and easily erectable lightweight roof specifically designed to provide protection against IDF weapons. The roof can be built on almost any walls capable of taking the load that the roof will impose upon it.

HLBR has a number of uses such as the roof for COLPRO, for living accommodation, or overhead cover for ammunition and explosive stacks. It is used in situations where there is a requirement for protection typically satisfied using timber or steel roofs. Shipped in a single wooden crate, HLBR has a maximum span of 3.3m and can be built by 4 men in around 5 hours.

Personnel & Material Bunker Sets

These bunker sets have been developed to utilise forty and twenty foot ISO containers. Walls are constructed using specifically adapted Mil 1 Concertainer units to give a protective wall thickness of in excess of 1m. The roof design provides 0.6m of overhead cover. Material bunkers provide access from one end of the bunker, while personnel bunkers provide access from both ends. Although a container is not absolutely necessary, and is not provided with the kit, it will provide enhanced protection, by acting as a spall liner.

Guard Post

The components of this set provide a small protective emplacement with 0.6m walls and 0.45m of overhead cover. Embrasure (firing/observation point) forms are included in the set as are roof joists and roofing material.

The interior space is 1.2m by 1.8m, with 1.98m of headroom. The complete set is delivered on a single pallet and is typically constructed in around 3 hours.

HRSFTM (HESCO Re-deployable Security Fence)

The HRSF unit has been developed by HESCO in order to provide a rapidly erectable anti-climb fence that requires no special tools or training, no digging in of fence posts and can be re-deployed with limited effort. Available in three heights; 2.4m, 3.1m and 3.6m, the HRSF unit has an anti-climb front face and will withstand light vehicle attack.

HESCO Bastion Ltd has been on hand to aid civil engineers with a wide range of environmental issues for over 10 years. Originally designed to combat the effects of coastal erosion, HESCO Bastion Concertainer has since been used extensively throughout the world for other civil engineering applications.

The versatility of a HESCO Barrier Concertainer structure enables it to be used across a variety of applications such as coastal erosion, flood protection, river and bank stabilisation, retaining walls, land reinforcement and soil conservation.

With the flood crisis continuing. Subhasakdi Krishnamra, the chairman of Deloitte Southeast Asia, recommends this simple checklist for business leaders to follow in recovering their operations:

- Perform a situation analysis including a full business-impact assessment.

- Study options and strategies for reassessing markets and financial positions.

- Communicate with relevant parties _ authorities, customers, employees and insurers _ regarding the repair and rebuilding of premises,Unesco B2m help for ancient sites-hesco bastion, operations, IT systems and equipment, followed by returning the employees to work.

- Update crisis-management plans.

Recently, I spoke with three executives about how they view and have responded to the crisis.

Moving forward with improvements

“After last year’s unrest, we formed an emergency committee comprising all the main executives. We’re most concerned about an uninterrupted electrical supply, so we obtained a power generator a month ago,蜂巢格网,” said Panita Tuchinda, the managing director of Thai Insurance Plc.

“Taking care of our employees is a priority. We keep them updated on the situation, and we’re proud to have been able to keep serving our customers as usual. We’re preparing for a deluge of calls from customers inquiring about the readiness of our contracted garages and other issues. The next step in our business continuity plan is to review and revise what we may not have covered well enough such as system preparedness,Hesco Barriers 75 75mm manufacturer fr-expanded wire mesh with flatten and raise, staff availability during the crisis,石笼电焊网, turnaround time and productivity.”

Flexibility is crucial

“We have a special fact-finding committee that has been following the situation including by going out on personal inspections since our factory in Bangkok is on the bank of a canal close to the Bang Na-Trat intersection,” says Pramote Tiasuwan, the managing director for manufacturing at Pranda Jewelry Plc, a maker and exporter of gold, silver and costume jewellery.

“Of our three core values, human capital is always our first priority,Froc mulls disbanding as emergency phase ends-hesco bastion, followed by machinery. In this regard, we have a clear policy of providing support from the inside out. Staff are the first group to receive our support. We also help our direct contacts such as royal goldsmith instructors in the Salaya area of Nakhon Pathom and their families. Then there are donations to the general public as well.

“With so many small factories forced to close, steel fence post, the crisis has turned into an opportunity for us. Our customers have become even more confident in us since it is clear we can produce amid a difficult situation. The ability to switch production from one factory to another quickly is crucial. If necessary, we can move 500 employees from our Bang Na site to our Nakhon Ratchasima location in only 12 hours.”

Playing it by ear

“We help our employees first, letting them take the time to ensure the safety of their loved ones. Our human-resources team stays in close communication with those in need to provide moral support. Next,镀锌铁丝, we do our best to protect our factories including all the machinery. We also call our customers to see if they need any help such as with moving their stocks. The communities surrounding our factories are the next group we take care of,galvanized wire rope,” says Thaksa Busayapoka, the chief executive of Modernform Group Plc, a manufacturer, importer and distributor of knocked-down furniture.

“The effects of the flooding on our supply chain has forced us to adjust our business model. We’ve had to outsource and import more. It’s also an opportunity for us, as many factories have been affected by the floods.

“In this round of business planning, instead of taking a long-term approach, we’re working on a short-term ‘aftermath plan’ for the next 3-6 months first, as the situation is fluid. We’ll rethink our annual business plan again in next year’s first quarter.”

Information

The QIAOSHI’s Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible metal wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.

Originally designed for use on beaches and marshes for erosion and flood control, hexagonal wire meshes, the Hesco Bastion quickly became a popular security device in the 1990s.

Assembly
Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags, a slow undertaking, with one worker filling about 20 sandbags per hour. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.
The Hesco Barrier come in a variety of sizes. Most of the barriers can also be stacked, and they are shipped collapsed in compact sets. Example dimensions of typical configurations are 46″ x 36″ x 32 (1.4m x 1.1m x 9.8m) to 7 x 5 x 100 (2.1m x 1.5m x 30m).
A new system of Hesco Bastion developed specially for military use is deployed from a container, which is dragged along the line of ground where the barrier is to be formed, unfolding up to several hundred meters of barrier in minutes, ready for filling with soil by a backhoe.

Protection
Filled with sand, 60 centimetres (24 inches) of barrier thickness will stop rifle bullets and shell fragments. It takes 1.5 metres (five feet) of thickness to prevent penetration by a rocket propelled grenade round. Approximately 1.2 metres (four feet) of thickness provides protection against most car bombs.

Flood impact will last for months

The Bank of Thailand has lowered its economic growth projection for this year to 1.8%, from the previous forecast of 2.6%, as a result of the floods.

A monk cleans a temple after floods start to recede in Ayutthaya province last month. While the Bank of Thailand has revised upwards its growth forecast for next year, on the back of a post-flood recovery, figures released by the Finance Ministry paint a grim picture of the damage caused by the worst floods in more than 50 years.

The devil is in the detail

However, the BoT expects the economy to expand by 4.8% next year, from a previous projection of 4.1% on the back of the government’s spending in projects to rehabilitate flood-hit areas and to rebuild the country.

The bank’s Monetary Policy Committee met on Wednesday and cut the one-day repurchase rate by 0.25 percentage points to 3.25%, from 3.5%, to boost the economy.

Despite the healthy growth projections for next year, figures released by Somchai Sajjaphong, director of the fiscal policy office at the Finance Ministry, paint a grim picture of the damage incurred by the floods, says Post Today.

Value-added tax receipts in October rose 11.3% compared to the same time the previous year.

In the previous month, tax receipts were up 13.3%.

Imports grew 6% compared to the same time last year, as against 12.9% in September.

Automobile sales fell 38.8% on the same month last year,钢格板安装夹, compared to an increase of 29.6% in the previous month, while motorcycle sales dipped 4.6% on the same time the previous year, compared to 11.4% growth in September.

The consumer confidence index was 62.8% in October compared to 72.7% in September.

Private sector investment was hit as well. Pickup truck sales, an indicator of economic activity, fell 41.8% in October compared to the same time the previous year, with growth of 25.7% in the previous month.

The real estate transaction tax dipped 17%, and the manufacturing index shrank 34.5%. In the previous month, manufacturing expanded 69.2%.

Tourist arrivals in October were 1.4 million, 7% up on the same time last year, compared to growth of 22.7% in the previous month.

Post Today said the negative figures had yet to reflect the full impact of the floods, which inundated seven industrial estates in Ayuttaya and Pathum Thani, and thousands of houses and rice fields in the provinces along the Chao Phraya River from Nakhon Sawan down to Ayutthaya and Bangkok.

Trade and business in inner Bangkok slumped as few Bangkok residents were in the mood to do business or go shopping.

On the western front, the floods inundated Nong Khaem, Bang Khae, and Phasi Charoen districts, which have more than 500 small and medium sized enterprises, while Rama II Road was spared even though some predicted the flood would inundate this important route to the South as well.

Bank of Thailand governor Prasarn Trairatvorakhun said monetary policy would have to be loosened to take into account the floods.

It is the first time the bank has lowered the policy rate this year, which had been rising steadily since December last year to combat inflation.

Other institutions have lowered their economic growth forecasts this year to no more than 2%.

The government is trying to revive the economy,Chain link wire, telling the Government Savings Bank to issue loans of up to 15 billion baht to industrial estates to build permanent floodwalls and another 40 billion baht to companies in the flooded industrial estates so they can get on their feet again.

Meanwhile, chairman of the strategic committee for reconstruction, Virabhongsa Ramangkura, has gone to Britain to tell re-insurance companies that Thailand is serious about averting future flood threats, while Deputy Prime Minister and Commerce Minister Kittiratt Na-Ranong went to Japan to persuade investors to continue investing in Thailand.

The cabinet this week also backed a Finance Ministry proposal to allow Honda to import built-up vehicles with no import tariffs after the firm’s factory was inundated by floods.

Post Today said ordinary Thais affected by floods appeared to be getting a poor deal, with the government approving flood relief for affected households of 5,000 baht each, or in cases of total disaster, 30,000 baht.

The newspaper asked why they were not given personal income tax exemptions for a year,Shake up Froc-Hesco Bastion, or allowed to deduct from tax their expenses in restoring their homes.

Meanwhile, signs are emerging that commercial banks will extend only limited relief to flood-hit businesses.

They are likely to extend the repayment period for those businesses, but withhold approving new loans as many lack adequate collateral or guarantors.

Post Today said a drop in economic activity caused by the floods may last at least six months.

National Economic and Social Development Board forecast last month that the economy will contract by 3.7% in the fourth quarter, down from a previous projection of 5% before the floods, depressing annual growth to 1.5% from the earlier projection of 3.5% to 4%.

The newspaper said while Thais are likely to spend their savings on restoring flood-damaged homes and businesses, which could help boost growth, overall spending might not increase if consumers lack confidence. Meanwhile, retailers may have to resort to sales and promotions to stimulate consumer demand.

A year of disasters

This was a year of natural disasters with earthquakes, droughts and floods affecting various corners of the Earth, noted Post Today.

The climactic weather events curtailed food production, which hurt the the world’s poor.

The World Bank 2011 report says about 44 million people in developing countries are extremely poor, as about 75% of their income goes on food. In 2010, a heat wave in Russia and Ukraine devastated wheat fields, resulting in the global wheat price rising 60-80% in July and August that year.

Sorghum in Somalia rose 393%,Flood of sanctions fails to halt Syrian bloodshed-hesco bastion, while corn in Ethiopia and Kenya rose 191% and 161% respectively due to droughts in the region. Tropical storms and typhoons in the Asia-Pacific region destroyed rice crops in Vietnam, Cambodia and Thailand, raising the grain price 25-30% in September-October this year compared to the same period last year.

However, the Food and Agriculture Organisation is sure the global rice price will not rise as much as other grains because big rice producing countries such as China and India have brought in abundant rice crops this year. Another UN report warned global grain production is falling due to deteriorating soil conditions caused by fertilisers.

Rice farmers who obtained career rehabilitation loans from BAAC have the option of entering the programme, in which farm management, technologies and hybrid rice seeds are essential.

CPS has prepared 1,700 tonnes of CP111 hybrid rice seed to support the programme. It claims the seed offers productivity of 850 kilogrammes per rai,格宾网, about two times higher than the average yield of Thai rice.

The Agricultural Economics Office reported that the disasters caused 72 billion baht in damages to the farm sector, dragging down the industry to 1% growth this year from a prediction of 3% earlier.

Hybrid seeds offering strong yields and disease resistance are provided, while more machine usage is urged to ramp up efficiency.

That volume is unlikely to meet unusually high demand this year. Normally about 900,000 tonnes of seeds are needed each year, but the Rice Department can only supply 100,000 tonnes each year, causing farmers to reuse paddy for replanting or turning to companies such as CPS for seeds.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

To assist rice farmers, the Rice Department plans to distribute 72,000 tonnes of rice seeds to farmers for free, with a limit of 10 kg/rai and 10 rai.

The Bank for Agriculture and Agricultural Cooperatives (BAAC) has teamed up with a CP Group unit to help flood-affected farmers resume work with more efficient production methods.

The bank reported 341,496 farm households farming 9.03 million rai of rice fields had 4.68 million tonnes of paddy damaged. BAAC offers low-interest loans of up to 100,000 baht to flood-affected farmers. A three-year debt moratorium with no interest charges is allowed for farmers whose farmland and production were destroyed.

Thailand’s Board of Investment, which grants tax holidays and other privileges to investment projects, already has taken steps to mitigate flood damage, such as giving tax write-offs for damaged raw materials and easing rules on bringing in foreign nationals to help with recovery.

The flooding since late July has killed 533 people and caused billions of dollars in damage, closing hundreds of inundated factories north of the capital. The water has nearly surrounded Bangkok, flooding a dozen of its outer districts and threatening chaos in the crowded city of more than 9 million people.

On top of Thailand’s political instability in recent years, the floods have raised the possibility foreign investment projects may relocate elsewhere in Southeast Asia.

New measures announced Thursday include allowing companies to temporarily outsource all manufacturing in order to maintain customer deliveries and extending by six months import tax exemptions on replacements for damaged machinery.

The death toll from Thailand’s worst flooding in half a century reached 506 Sunday as floodwaters inched southward toward downtown Bangkok, the interior ministry said. With evacuations already affecting at least 11 of Bangkok’s 50 districts, its governor, Sukhumbhand Paribatra, on Sunday expressed fresh concerns about even-worse flooding due to malfunctions at 14 flood gates in western Bangkok, the state-run MCOT news agency reported. I don’t see any improvement.” At the sprawling 27-acre Chatuchak Weekend Market, only about 10% of the booths were open. Some merchants reduced prices to draw shoppers. “There are a lot less people (who came) today. … People are afraid of flooding,” one shop owner told CNN. A Thailand Disaster and Mitigation Department report, issued Sunday and reported by MCOT, estimated about 3.1 million people have been affected and 4 million acres of farmland have been damaged. Moreover, the department said two people are believed missing and about 75 highways have closed. In the provinces of Nakhon Sawan and Ayutthaya, cleanup efforts were under way.
